USDA 502 Homebuyer Rural Housing Direct Loans are loans that are directly funded by the Government. These loans are available for low and very low-income households to obtain homeownership. Applicants may obtain 100% financing to purchase an existing dwelling, purchase a site and construct a dwelling, or purchase a newly constructed dwelling in communities outside of metropolitan areas. The purpose of this loan is to provide financing at reasonable rates and terms with no down payment. Mortgage payments are based on the household's adjusted income. Rural Housing Repair and Rehabilitation Loans are funded directly by the Government. This program is commonly referred to as the Section 504 Program. H2O Help to Others The H20 - Help to Others Program, administered by the $1 Energy Fund and Conservation Consultants, Inc., offers grants to qualified customers, a 20 percent discount on Pennsylvania American's monthly service charge, water- saving devices such as low-flow shower heads, and information on how to use water more wisely. Up to $60,000 per year contributed by customers is matched, dollar for dollar, by Pennsylvania American Water.
Homeowner Rehab
Clearfield County has designated Central PA Community Action, Inc. to administer the Homeowner Housing Rehabilitation Program for certain areas. The Homeowner Housing Rehabilitation Program is intended to seize the decline of housing stock in Southern Clearfield County caused by deterioration and aging. The program will enable eligible homeowners to receive home improvements and preservation methods that will enhance energy conservation and provide safe and affordable housing.
Lead Based Paint Assessment
When a person has too much lead in the body, lead poisoning occurs. Caused by exposure to lead that is eaten or breathed in the form of dust, lead poisoning harms several organs including the nervous system and kidneys. Young children are at the greatest risk of lead poisoning. Symptoms mimic the flu and lead poisoning can only be detected by a blood test. Central PA Community Action has joined the Northwest Regional Lead Hazard Control Grant in order to remove lead-based paint hazards from the homes of low-income families. Applicants must meet one of the following requirements: a child under the age of six living in the house or spending more than 60 hours per year in the home, a pregnant woman, or a woman 16-45 years of age. WX WARM Services (Penelec)
WARM is a free weatherization and energy education program for Penelec's residential customers in Pennsylvania. The objective of the program is to help customers save energy and money by reducing their energy consumption. This is done by installing energy conservation measures in the home and by educating family members on their use of energy. Penelec partners with community-based organizations and energy conservation contractors who perform energy-saving home improvements and energy education for customers. There are household income requirements and other program qualifications that must be met to benefit from this service.

The 1st Time Homebuyers Program involves income eligibility as well as a completion of the 1st Time Homebuyers Seminar, and you must also have a decent credit rating. This program is designed to help you fix your credit if needed, and educate you about the process of buying a home.
