The Homeowner Housing Rehabilitation Program is intended to seize the decline of housing stock in Southern Clearfield County and the city of DuBois caused by deterioration and aging. The program will enable eligible homeowners to receive home improvements and preservation methods that will enhance energy conservation and provide safe and affordable housing.
Lead Based Paint Assessment
When a person has too much lead in the body, lead poisoning occurs. Caused by exposure to lead that is eaten or breathed in the form of dust, lead poisoning harms several organs including the nervous system and kidneys. Young children are at the greatest risk of lead poisoning. Symptoms mimic the flu and lead poisoning can only be detected by a blood test. Central PA Community Action has joined the Northwest Regional Lead Hazard Control Grant in order to remove lead-based paint hazards from the homes of low-income families. Applicants must meet one of the following requirements: a child under the age of six living in the house or spending more than 60 hours per year in the home, a pregnant woman, or a woman 16-45 years of age. First Time Home Buyer
Central Pennsylvania Community Action’s 1st Time Homebuyers Program is for those individuals wanting to have their piece of the American Dream.
The program is for those individuals who have never owned their own home but would like to become homeowners.
Central Pennsylvania Community Action has rehabilitated homes in the City of DuBois located in Pennsylvania, and we are selling them at an affordable cost.
The 1st Time Homebuyers Program involves income eligibility as well as a completion of the 1st Time Homebuyers Seminar, and you must also have a decent credit rating. This program is designed to help you fix your credit if needed, and educate you about the process of buying a home.

CHORE Program
Keeping residents in their homes and communities is important to us at CPCA. Many times individuals or families are faced with the possibility of having to vacate their home because of necessary repairs that they cannot afford. Often these repairs are small but if left unresolved can create considerable and expensive problems. Through the CHORE Program, CPCA can make minor repairs to your home to maintain a safe and healthy environment.This may include building a wheelchair ramp, installing bathroom grab bars, replacing a hot water heater, repairing a leaky roof, etc. Contact our offices for further information.
Transitional Housing Assistance Grant (THAG)
This grant assists people, with the approprian referrals, with housing, employment counseling, promoting safety planning, transportation and child care services all found to be gaps in services in Clearfield County.
Homeless Prevention, Rapid Re-Housing Program
The Homelessness Prevention and Rapid Re-Housing Program (HPRP) will provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.
To qualify the individual or family must meet 50% of Area Media Income guidelines. Please contact CPCA for more information.
